Robins faked me out….after being gone for several days….they were all back this morning hanging out! This time I counted about 16…and got a pic of a large group frolicking in the bath! I have no idea where they went off to…they must be floating around the area rather than sitting in my yard all day! Still wondering why they are still here–unless the weather is cool enough for them and they also think further north isn’t so great yet!

Things have been very busy here, what with my trying to learn how to invest in the stock market with some new efforts at self-education and Slick’s bout with the vet-dentist and 10 days of tracking multiple meds. He finished everything and his follow-up on Friday gave him the all clear, but he will have to have his teeth cleaned every year from now on.
When I came up for air on Friday, I noticed something curious. A small flock of robins, about 12 in all that had been hanging around my yard, were suddenly gone.
Here in southern New Mexico, robins usually have come through the city lower down in the valley by the end of January, which is much more lush and a bit warmer. In past years we’ve seen a few up here (we’re maybe 1,000 higher in elevation) but most stay down lower and all pass through the area within a few days as they continue heading north. We have had a couple up here that have overwintered in the arroyo over the last few years, but this year was not one of them.
So, it was quite surprising to see the robins appear in late February (instead of January) and stay…and stay…and stay in the arroyo and my backyard!
At times about 6 robins at a time were crowded into the birdbath partying all at once!
This character was simply adorble…
Now it may not be such a big deal to most people up north, but down here this is a big deal for me. Coming from New Jersey, I was used to seeing robins all the time but it’s so exciting to see them hanging out in my yard, which they never have done before. But this is an El Niño year, so odd things happen!
So heads up, they’re heading your way up to all of you way up north!
Another odd sight I haven’t seen that often is this: the peach blossoms open (way to early as usual in February), and snow on the Organ Mountains at the same time:
Meanwhile, this is the first spring that I’m using the porch that we enclosed last summer. It’s doing exactly what I wanted it to do, housing all my plants in preparation for planting. I buy “doubles” of plants and split them to get 2 for the price of one! Several varieties of tomatoes, including a new one for me called “Solar Fire” which supposedly can take the heat, Ichiban eggplant, and basil which I still have to split, are all waiting patiently for things to get a bit warmer. Now, I just have see if I can get pimiento peppers, my favorite for growing in these parts.
The geraniums started blooming well over a month ago and continue to look wonderful as we wait for official spring on March 20!

Rhode Island Announces 12 “Official Shutdown Days” in Attempt to Save Money, Close Budget Gap

States are suffering budgets problems these days, including New Mexico which is now in the process of cutting expenses. Locally, our school district is cutting, too.
Well, the state of Rhode Island has gone one step further. Press relese from the Office of the Governor:
Governor Carcieri Announces Plan to Achieve $67.8 Million in FY 2010 Budget Savings
Governor Announces 12 Shutdown Days, Operating Efficiencies, Reduction in Local Aid
Governor Donald L. Carcieri today announced his plan to achieve the $67.8 million in unspecified savings in the FY 2010 budget passed by the General Assembly. The plan calls for 12 shutdown days of state government, operational savings, and withholding the 4th quarter of the vehicle excise tax from cities and towns.
“Over the past several years, framed by two recessions, the state has faced difficult budgets, resulting in nearly one billion in lost revenue over the past two years,” said Governor Donald L. Carcieri. “We have managed through this crisis with reductions in state spending, improved operating efficiencies, and without raising broad-based taxes. We have achieved equally significant savings through changes to our healthcare plan, major pension reform, a massive reduction in state employment levels, changes to social service programs, and some cuts to local aid.”
“Even with these efforts, we are faced with more daunting challenges,” continued Carcieri. “The state’s FY 2010 Budget requires my Administration to find $68.7 million in unspecified savings. With most efficiencies already attained, and staffing reductions already made, there are few options left to cut costs.”
“My Administration has developed a plan to reach the $68 million total, through a combination of shutdown days, operating efficiencies and cuts, and a reduction in local aid by withholding the 4th quarter vehicle tax payment.”
Shutdown Days
The Administration has identified 12 days in which state government will be shut down. The following days are designated as official shutdown days:
Friday, 9/4/09 Friday, 10/9/09 Friday, 10/30/09 Friday, 11/27/09 Thursday, 12/24/09 Friday, 1/15/10 Monday, 2/15/10 Friday, 3/12/10 Friday, 4/2/10 Friday, 4/23/10 Friday, 5/28/10 Friday, 6/11/10
The anticipated general revenue savings achieved from each shutdown day is approximately $1.4 million, $17.3 million in total savings for all twelve. In addition, the Higher Education system will achieve $4.3 million in general revenue savings in a manner consistent with the delivery of student services over the school year. A state employee who stays home on all 12 shutdown days, will take home about 4.6 percent less.
This brings the total savings to $21.6 million. These savings assume the cooperation and participation of all branches of government. “We are very well aware of the impact shutdown days will have on state employees and state services. For Rhode Islanders there will be inconveniences; for state employees there is sacrifice. I am asking everyone’s patience, understanding, and awareness that these steps are unavoidable if the State is to live within its means,” continued Carcieri.
The State has met with union officials for the past several weeks in hopes of reaching a consensual agreement to achieve the savings through pay reduction days, similar to the one day pay reduction implemented last fiscal year, rather than shutdown days. Pay reduction days would achieve greater saving days and afford the Administration more flexibility, while providing employees with an additional personal day to be taken at a later date.
While the Administration will continue to negotiate with labor and remains hopeful that an agreement can be reached, each day that passes puts at risk the ability for the state to achieve the necessary savings. “I look forward to working with the various unions to address this situation in another way, but we simply cannot wait any longer to act,” said Carcieri.
Operational Savings
The Department of Administration (DOA) has identified approximately $17.1 million in savings from several areas, including $5.2 million from reducing consultant contracts by 10 percent, and limiting or eliminating seminars, conference and training for state employees.
DOA has identified an additional $8.9 million from a heightened level of scrutiny on all non essential expenditures, including out of state travel, fees and subscriptions, printing, advertising and other departmental expenses. In addition, DOA expects the state to gain $3 million in health insurance savings.
Authority to Withhold Appropriations
“Even with the shutdown days, and the operating efficiencies, we are still far short of the $68 million we need,” continued Carcieri. “I intend to submit legislation for immediate consideration when the General Assembly returns in September that will grant me the authority to withhold appropriations. In these extraordinary times, I need the flexibility to withhold appropriations to properly manage the execution of the budget.”
Previous Governors have had the statutory authority to withhold appropriations. This power was stripped by the General Assembly in 1996.
Of the state general funds – approximately $3.1 billion – one billion of these state funds goes to our cities and towns. This is on top of local property tax and other taxes collected by municipalities – nearly $2 billion. The Governor intends seek authority to withhold the 4th quarter motor vehicle tax payment to cities and towns. This amounts to approximately $32.5 million.
“We cannot continue to funnel money to the cities and towns without their participation in the state’s budget conversation,” said Carcieri.
“While this plan will achieve the $68 million in the FY 2010 budget, we are not out of the woods yet. Since May, we have seen revenues continue to deteriorate. By the first of September, we will close the books on FY 09, and at first blush, revenues are expected to be off by an estimated $65 million dollars in May and June. The significant savings we have realized by this plan are being outpaced by decreasing state revenues, revenues that rely on everyday economic activity,” continued Carcieri.

Many, MANY moons ago, the State of New Jersey shut down for a day or two, but not for 12 days.
Many, many, MANY moons ago my family would spend a couple of weeks on the yet undiscovered Block Island in a house of a friend who was restoring it room by room. She called it “Turnabout Cottage” …Let’s hope we can see some “turning about” of all the mounting problems from our financial turmoil.
I don’t see it happening anytime soon, so who knows how many states will start shutting down. And let’s hope essential services to those who need them won’t be at the top of the list for further cutting. Here in New Mexico, witih a large population of poor, healthcare for those on Medicaid has already taken a hit…

Saturday Sanity: The Antidote to the Madness (March 14, 2009) (Lost Dog; Budding; Pruned Grapes; A Robin Visits; Clouds Around Town; Biker Chic) Pics!

Last week a little chihuahua from across the street was roaming and I picked him and returned him a couple of times. Then, he disappeared and it seems that the owner is happy to get rid of him; she prefers the large Rottie she inherited from her son. This angered me a great deal, to say the least, because if I had known I wouldn’t have returned him to her. Last Thursday and Friday neighbors told me that they had probably seen Mario about a block away. I’ve been walking in that direction with my dogs but haven’t seen him. I decided to put out some food and water just in case a few days ago. This morning the water dish was pushed off the big rock were I had put it and the food looked disturbed. I thought it might be the birds. Then, just a few moments ago when I was taking Slick out for his last short walk before bed, I saw that the food was gone (except for one kibbie) and the water was almost gone and the bowl was lopsided again!
I don’t know who’s visiting, but I’m hoping it’s Mario. I’ve talked to the neighbor across the street who just lost a dog and he said he might consider taking Mario if I find him, depending how he gets along with kids. These folks already have an old boxer named Sugar who has met Mario with no problem. Mario, used to big dogs, has just strolled through the gate on one of his jaunts.
So, I’ve moved the bowls to be in the range of the cam. I bought the cam to try to spot another dog (to no avail) so we’ll see what happens this time!

I’ve been following the little flowers near the adjacent driveway for the last couple of weeks. A couple of the original blooms have died, but…Now there are 7!!! From 3, to 4, to 7 and still going strong!

In the backyard there’s a lot of budding and flowering going on and today I saw the first flower on one of the sage plants!
This week I finally pruned the main grape vine. This vine yielded about 25 bunches of “Flame” grapes last year…

We don’t really have robins that stay for too long up here at about 4500 feet although we have a pair or two that seem stay for part of the winter. They seem to stay down in the valley but up here they pass through in late January on the way north. I happened to catch this bird up in the tree in the arroyo behind our house a couple of days ago, but I think he/she was just passing through.

Today I was out doing errands and wound up at the Mesilla Valley Mall. Since I had my new camera handy, I decided to take a few pics. When I first moved here about 10 years ago, I remember feeling constant awe every time I came out of the grocery story and saw the Organ Mountains looming beyond the parking lot. I’m still amazed! And yesterday the clouds were rolling in. One thing I’ve noticed is that at a mile high, you see the SIDES of clouds, not just the bottoms, like in Jersey. It’s another thing that often amazes me even after all this time…

As I went home I caught this biker in front of me at a traffic light…she went into my development so she must be a neighbor! Wonder who she is?? Look at that helmet with the pigtails attached!
Finally, I got home and checked out how the clouds were looking from the backyard…
This weekend I have to get the garden planted and set up the plastic covers again. The temperatures still go down into the 30’s sometimes although the days are lovely. This is typical and soon the spring winds will really start, so the plants have to be protected so they don’t get battered and dry out…
Even though those clouds look ready to burst, usually they don’t give us any rain…just great excuses to take pictures!

Well, of course, the best time to release a movie about the 2007-8 economic crash is to release it during a holiday week at the same time the masses are being dished out “Star Wars”…again…
Being contrarian by nature, I made it over to see “The Big Short” which is based on the fantastic book of the same name by Michael Lewis.
Well, I went to the noon showing, this last day of 2015…the parking lot was full…of Star Wars fans, most likely.
I counted 20 people in for The Big Short. I was surprised there were that many…it’s only showing in one of the 3 movie complexes in town…seems it may be around for another week, but after that I bet it will be gone…
Of the 20, there were about 4 under the age of 60, probably in their 40’s/early 50’s.
Well, it was really gripping! It really was brilliantly done, esp. the asides with the “explanations.” I doubt, however, that many Selena Gomez fans will be in to see it, though. I have to say the sleaze award goes to the guy based in New Jersey working for Merrill Lynch…figures.
After it ended I chatted with a woman who said they had lost $26 M in ethanol. Wants to get out the country (me, too!), $300 for a visa to get out to Vietnam…or Cambodia ….or Thailand…Well, I cautioned her about a place like Vietnam being so dependent on China! Also, told her to watch “The Executioner” via MHzChoice (foreign TV series and one shot movies)….a Danish “movie” based on a true story…you will not want to go to Cambodia maybe after seeing the crap that goes on there. I also told her to read WallStreetWindow.com as well as Zero Hedge (but ignore most of the drek in the comments section…truly awful. I mean it…)
The truth is…with the global connectivity at this point, where is there anyplace “safe”??
She revealed that she had “insurance” in a safety deposit box…and I told her to get it out of that box in a bank!!!
When I got home I spotted the young man who works for Apple from home…he and his wife have just bought a house. I pulled over to say a final goodbye as he did his final move out of stuff….gave him the same info about a few sites that I gave to the woman at the movie and told him to save his money and learn what’s going on, not to keep all his retirement on one stock like Apple….exchanged phone numbers again and I gave him my email…told him I may not know all the answers, but I can figure out where to look most of the time…I’m sure I won’t hear from him again.
And then I came home. Hugged my dogs…and am checking my storage food for freshness…

Before going I was watching Bloomberg and the word SCARY came up twice from the anchors…the discussion has been about the 600,000 jobs gone from banking….. The site says 500,000 but they said 600,000 on air.

They had a guy on talking about going into recession (for some reason I can’t find THAT video up on the site); the anchor brought up Marc Faber also forecasting that a day or so ago. Yesterday, I saw the mayor of Wilmington, DE talking about the loss of 1700 jobs from the DuPont-Dow deal…he was pretty grim….
Anyway, a couple of the people on air today looked pretty pale…and to hear the word ‘scary’ TWICE, no matter in what context…well, THAT was scary!!!
CNBC’s Fast Money is having a party at the moment…party hats, champagne, are they kidding me?? ….can’t even stand watching CNBC much anymore…Bloomberg seems a bit more “sober” but …where IS that video from the recession talker today??
